Background:

The City of Delray Beach (City) participates in the National Flood Insurance Program's (NFIP) Community Rating System (CRS). The CRS recognizes and encourages community floodplain management activities that exceed the NFIP standards, and assigns communities a score based on the protective and resiliency measures taken. As of October 2020, the Federal Emergency Management Agency (FEMA) awarded the City a CRS Class 6 rating, earning city residents a 20% reduction on flood insurance rates for properties within the special flood hazard areas, signifying an annual savings of over $630,000 city-wide. Flood insurance rates are calculated by NFIP and are determined by the work that each city does to reduce the effects of flooding in their community. Each participating community is given points for the totality of its efforts, and those points determine a classification in the Community Rating System (CRS).

Communities that participate in CRS earn credits toward flood insurance premium discounts through a variety of activities including public information programs, activities and outreach projects. The CRS Program for Public Information (PPI), which includes the Flood Insurance Coverage Improvement Plan was adopted by the City Commission on August 2nd, 2017. The PPI Committee is required to meet each year to monitor implementation of identified outreach projects and to make an assessment as to whether desired outcomes have been achieved and if changes are needed.
