Approve the Interlocal Agreement (“ILA”) between the City of Delray Beach (“City”) and the CRA for the funding of the re-sodding of Seacrest and Hilltopper Athletic Facilities in an amount not to exceed $350,000, in substantially the attached form.

Background:
The Seacrest and Hilltopper Facilities host several athletic events and need sod replacement to ensure continued use by the community and local organizations. The improvements will result in safer and more attractive locations for sports and play.
At the September 28, 2021 CRA Board meeting, the Board approved funding for the re-sodding of the Seacrest and Hilltopper Athletic Facilities in the amount not to exceed $350,000 for the Fiscal Year 2021-2022 CRA Budget.
With the CRA’s funding, the City shall replace the sod at the Seacrest and Hilltopper Facilities. Funding for the re-sodding shall include installation of celebration sod, sod cutting and removal of vegetation, cultivating, grading to a fine grade, rolling, top dressing and laser grading as well as other costs directly related to procuring, awarding and completing the re-sodding. The City obtained a quote that it will cost approximately $429,425 to complete the re-sodding. It is anticipated that the City will cover the difference in the costs.
At this time, Staff is recommending approval of the Interlocal Agreement between the City of Delray Beach and the Delray Beach Community Redevelopment Agency for funding of the re-sodding of Seacrest and Hilltopper Athletic Facilities in the amount not to exceed $350,000, in substantially the attached form.

The CRA Attorney has prepared the attached Interlocal Agreement and finds that it is sufficient as to form.
