Motion to Approve payment of an additional $330,349 to the Florida Department of Transportation (FDOT), under the terms of the Locally Funded Agreement dated October 8, 2020 to cover the City’s portion of bid cost overages for the Homewood Boulevard Improvements Project being managed by FDOT on behalf of the City.

Background:
The City of Delray Beach (City), with grant funding assistance through the Palm Beach Transportation Planning Agency (TPA), plans to add bike lanes and sidewalks along Homewood Boulevard between Old Germantown Road and Lowson Boulevard. This is currently a two-lane undivided road from Old Germantown Road to Linton Boulevard and a four-lane divided road from Linton Boulevard to Lowson Boulevard.

The City of Delray Beach, as Project Sponsor, requested that the FDOT District Four design and construct the Homewood Boulevard Improvements Project through application to the Palm Beach Transportation Planning Agency, Palm Beach County Resolution 2021-0169, and City of Delray Beach Resolution 06-18.

Project improvements include: implementing a road diet between Linton Boulevard and Lowson Boulevard (convert from 4-lane to 2-lane section); widening the culvert south of Linton Boulevard to accommodate new bike lanes; milling and resurfacing the roadway with minor widening; replacement and extension of the concrete sidewalk system with ADA detectable warning surfaces; construction of new bike lanes; signing and pavement marking upgrades; installation of four (4) signal mast arms at the Linton Boulevard intersection to meet current standards; and drainage an...
