Background:
On November 28, 2018, the City of Delray Beach (City) issued a Request for Proposal (RFP) for Fire Station 113 (FS113). The project goal was for the selected firm to complete the design, develop plans and specifications, and construct the fire station using the guaranteed maximum price contract model. On April 5, 2022, Commission approved the overall contract agreement with Gulf Building LLC.
Following a number of negotiation meetings with Gulf Building LLC during which a not-to-exceed price was established, Staff is seeking Commission approval to expend funds in an amount not to exceed $1,178,505 to provide Phase 1 services for the completion of the engineering design and permitting tasks for this project.
The project goal for Phase 1 is for Gulf Building, LLC. to complete the design/engineering, develop plans and specifications, and submit the 60% guaranteed maximum construction price (GMP) for future Commission Approval. Once the GMP is received, the City may choose to: a) accept the contract sum and proceed with construction of the fire station (Phase 2), or b) enter into negotiations on the scope and contract sum, or c) reject the amendment and either cancel the project or proceed with another contractor to build the fire station.
The motion is in accordance with the City Code of Ordinances, Section 36 and City Policies and Procedures.

Funding Source/Financial Impact:
Funds are available in account 377-22-000-522.62-23 for this project.
Timing of Request:
This item is time sensitive as the temporary facilities for FS113, located at Miller Park, are insufficient for long-term use.
