IFB-19-0063 IN THE NOT-TO-EXCEED ESTIMATED AMOUNT OF $114,500 ($55,000 INITIALLY & $59,500 PER YEAR RESPECTIVELY).

Motion to Resolution No. 108-22 to award an Agreement with Hawkins Water Treatment Group, Inc. (Hawkins, Inc.) for purchase and delivery of Hydrofluosilicic Acid utilizing Tohopekaliga (Toho) Water Authority Solicitation #IFB-19-0063 in an amount not to exceed $114,500 and authorize the City Manager to approval renewal options, in the amounts below, contingent upon the appropriation of funds.

Background:
On April 10, 2019, the Toho’s Board of Supervisors (the “Board”) approved an Agreement with Hawkins, Inc. for the supply and delivery of Hydrofluosilicic Acid. The original term of the agreement was for three (3) years, effective May 27, 2019, through May 26, 2022, with one (1) additional two (2) year period. On May 4, 2022, Toho Water Authority contacted Hawkins Inc., for a final extension of the agreement instead of Hawkins, Inc., renewing for the additional two-year extension, the contract was extended for one (1) additional year through May 26, 2023, due to current market volatility of this product, and with the ability to extend for one (1) additional year.
Hydrofluosilicic Acid is used at the Water Treatment Plant (WTP) to add fluoride to the City’s potable drinking water. It is a crystal clear product that is manufactured consistently as a 23% solution. Less than 1 mg/ of fluoride is added through the treatment process. Delray Beach Utilities Department (DBUD) staff did seek other alternative contractors, but due to smaller quantities of this chemical needed at the Water Treatment Plant, usage falls short of truck capacity. Hawkins, Inc., has supplied the WTP with this chemical since City issued Bid #2016-015. Staff recommends approval of this Agreement and delivery of the chemical to be continuous with the same contractor until a new solicitation can be scheduled.
