Motion to approve the application and award from the Florida Department of Transportation (FDOT) in the amount not to exceed $65,000 for the pedestrian and bicycle safety education and enforcement program.

Background:
The Police Department is seeking the City Commission’s approval to apply for and accept an award in the amount not to exceed $65,000 from the Florida Department of Transportation (FDOT) for the pedestrian and bicycle safety education and enforcement program. The current award available is $43,762.62. There are instances where additional funding becomes available and is offered by the FDOT, therefore, staff recommends approval to accept up to $65,000. The Florida Department of Transportation (FDOT), through the University of North Florida Training and Services Institute, Inc., provides funding to the law enforcement agencies for the education and enforcement of safe pedestrian, bicyclist, and driver behaviors in high priority counties throughout the state. The objective of this effort is to reduce traffic crashes and fatalities involving pedestrians and bicyclists through the use of traffic education and enforcement operations. This program supports the goals established in Florida’s Pedestrian and Bicycle Strategic Safety Plan. This initiative would follow an education, warning, and citation progression and would include a distribution of safety educational materials, such as printed materials and bicycle lights. The funds will be used for officer overtime hours spent conducting on-street enforcement operations associated with this program and FICA only.
