Motion to Approve Resolution No. 134-22 to award an Agreement with Beefree, LLC dba Freebee, for Fixed Route and Point-To-Point Transportation Services in the estimated amount not to exceed $4,437,346 ($887,469 per year), and authorize the City Manager to exercise renewal options, in the amounts below, contingent upon appropriation of funds.

Background:
On May 2, 2022, the City of Delray Beach (City) advertised Request for Proposal No. 2022-031 for Fixed Route and Point-To-Point Transportation Services. One (1) bid was received from Beefree, LLC dba Freebee. After review of the bid, Beefree, LLC dba Freebee has been deemed the responsive and responsible vendor recommended for award. The term of the Agreement will be for three (3) years with the option to renew for an additional two, one-year periods
This contract will provide a year-round on demand and point-to-point transportation services to the City of Delray Beach residents, visitors, and business employees with a convenient and efficient transportation option and to reduce Downtown traffic and vehicle emissions.
Beefree, LLC has provided four options for consideration:
Option #1 - Continuation of the current service area and level of service (5 GEM vehicles) $508,205.04 per year
Option #2 - Expanded service area plus Tri-Rail route (5 GEM + 3 Tesla vehicles) $841,040.43 per year
Option #3 - Expanded service area and non-LSV fixed route $841,040.43 per year
Option #4 - Expanded service area including Tri-Rail with all point-to-point service (8 Tesla vehicles) $887,469.39 per year
Should the City exercise the renewal options provided in the contract, the cumulative contract value is not to exceed $4,437,346 ($887,469 per year).
This motion is in accordance with Code of Ordinances Chapter 36 Commission Approval Required
