Approve CRA Resolution No. 2022-09 adopting Delray Beach Community Redevelopment Agency Fiscal Year 2022-2023 Budget.

Background:

Attached please find the CRA Budget for FY 2022- 2023 as well as Resolution No. 2022-09 adopting the CRA’s FY 2022-2023 Budget.  The Budget include projects and programs that emphasize the elimination or redevelopment of blighted structures, street beautification, parking improvements, community policing, affordable housing, historical preservation, economic development initiatives and support of cultural facilities that help to achieve the CRA’s mission for a revitalized district. 

 

As part of this budget, Staff reviewed the CRA Staff job descriptions including salary ranges.  In 2015, a salary survey was conducted which stated that the CRA should consider adjusting salary ranges on an annual or biannual basis by approximately 2% per year or 4% biannual. Since that time majority of the salary ranges have not been adjusted.  Based on this study, we are implementing adjustments to our current salary ranges.  Additionally, given drastic increase in inflation and consumer goods over the last year, adjustments salary ranges are needed to maintain a competitive pay structure. 

 

This year’s budget process involved discussion of the various revenues, expenditures, and funding requests at three (3) CRA Board Meetings (June 8th, July 14th, and September 1st) and two (2) CRA Board Workshops (May 24th and September 1st).
