Motion to approve the demolition and civil site improvements to Fire Station 113 in the amount not to exceed $832,937.35 in accordance with an approved agreement with Gulf Building LLC. pursuant to RFP No. 2019-008 (Project No. 16-012).

Background:

 

On June 14, 2022 City Commission approved the expenditure of funds in an amount not to exceed $1,175,641 in accordance with an approved agreement with Gulf Building LLC. for Design-Build Engineering Services for (Phase 1) Fire Station 113 pursuant to RFP No. 2019-008 (Project No. 16-012).

 

The project goal for Phase 1 is for Gulf Building, LLC. to complete the design/engineering, develop plans and specifications, and submit the 60% guaranteed maximum price (GMP) for construction for future Commission approval.  Once the GMP is received, the City may choose to: a) Accept the contract sum and proceed with construction of the fire station (Phase 2), or b) Enter into negotiations on the scope and contract sum, or c) Reject the amendment and either cancel the project or proceed with another contractor to build the fire station.

 

During the 30% design review submittal, the topic of expediting the construction of the new Fire Station 113 (Staff and Gulf Building) was discussed.   We reached a consensus, in the best interest of the City and the Fire Department, by proceeding with the demolition and associated site/civil improvements. This represents a time savings of approximately three (3) months in the future construction schedule.

 

As per Article 4.2 Scope of Work for Phase 1 and Phase 2 Services; Sub-paragraph 4.2.2 Phase 1 Services: “Owner may at its option request Design-Builder to provide a proposal for demolition of existing structures.”

 

The demolition and site/civil improvements are expected to start on January 2023 and continue for the remainder of duration of Phase 1.  The work is expected be completed by April 2023.

 

Please note that irrespective of whether or not the City decides to move forward with Phase 2 of the project with Gulf Building, the demolition and site/civil improvements would still need to be completed.

 

Therefore, submitted for your approval from Gulf Building, LLC., in the amount not to exceed $832,937.35, is the demolition and site/civil improvements for Fire Station No. 113 during Phase 1 (Design) of the project, in accordance with the approved agreement. 

 

The motion is in accordance with the City Code of Ordinances, Section 36 and City Policies and Procedures. 

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Funds in the amount of $832,937.35 are available in account 377-22-000-522.62-23 for this project, pending budget amendment.

 

Timing of Request:

This item is time sensitive as the temporary facilities for FS113, located at Miller Park, are insufficient for long-term use.
