Motion to approve Resolution No. 189-22 to award an Agreement with Hazen & Sawyer, P. C. for Consulting Services for Owner’s Representative in connection with the construction of the City’s new water treatment plant and to also approve Work Authorization No. 1 pursuant to RFQ No. 2022-034 (Project No. 22-019U) in a not-to-exceed amount of $251,963.00.

Background:
On September 19, 2022, the City Commission authorized staff to negotiate an agreement with the top-ranked proposer (Hazen & Sawyer, P. C.) for Owner’s Representative services in connection with the construction of the City’s new water treatment plant (“Project”) pursuant to Request for Qualifications No. 2022-034.
The scope of work for the Project will be implemented in phases and via Work Authorizations. Work Authorization No. 1 will include project management, water treatment plant concept validation, design-build procurement services, funding, and grant application assistance. The total for this Authorization ($251,963.00) includes a $25,000.00 contingency allowance.
The motion is in accordance with the City Code of Ordinances, Section 36 and City Policies and Procedures.

Funding Source/Financial Impact:
Funding in an amount not to exceed $251,963.00 is available from account number 442-36-260-536.63-90.
Timing of Request:
This item is time sensitive due to the relative age of the existing water treatment plant.
