Provide direction regarding the disposition of the revocable license agreements at the Neighborhood Resource Center.

Background:
The Neighborhood Resource Center (NRC), located at 141 SW 12th Avenue, serves to enrich the quality of life and promote a sense of community through the delivery and connection of community support and other services that educate, develop leadership skills and promote volunteerism, civic engagement and productive lifestyles.
At its January 4, 2022 Commission meeting, the City approved individual Agreements with Christians Reaching Out to Society (C.R.O.S.) Ministries, Delray Community Land Trust, Legal Aid of Palm Beach County and Urban League of Palm Beach County. All provide services at the NRC. Under the terms of the respective Agreements, the City provides access to office space, and office/communications equipment. The agencies are currently approved to operate at the NRC for a 2-year term, ending September 30, 2023, with three (3) additional one-year terms ending one year from date of execution.
The City Commission has previously expressed the desire to convey the property to the Community Redevelopment Agency for the purpose of developing affordable housing which would ultimately necessitate the termination of the license agreements of the NRC tenants.
