Motion to approve Resolution No. 04-23 to award an Agreement with Blue Line Innovations, LLC for public safety uniforms, utilizing City of Lakeland contract pursuant to Invitation to Bid No. 9210 in the amount not to exceed $70,000 and authorize the City Manager to approve renewal options, in the amounts below, contingent upon the appropriation of funds.

Background:
On August 9, 2022, the City of Delray Beach Commission approved the award of contract with Galls, LLC utilizing BuyBoard contract Proposal Invitation#670-22 for public safety uniforms and equipment. The contract is valid through May 31, 2023, with two (2), one-year renewal option remaining.
After several performance issues with the vendor, the Police Department found another option for immediate purchase of public safety uniforms through vendor Blue Line Innovations, LLC, located in West Palm Beach. Blue Line Innovations, LLC was awarded City of Lakeland Invitation to Bid No. 9210 in September 2019. The contract was valid through September 30, 2020, with additional four (4) one-year renewal options. The City of Lakeland exercised its option to renew the contract through September 30, 2023.
It is the intent of the department to continue to utilize Galls, LLC for equipment as well as uniform purchases while working with the vendor to correct performance deficiencies. However, to provide necessary uniforms to existing and new personnel in a timely manner while working to resolve issues with the existing vendor, Blue Line Innovations, LLC will also be utilized for purchases of uniforms. Blue Line Innovations, LLC does not provide equipment so it could not completely replace Galls, LLC contract, but they have a local store that can provide for immediate fulfillment of uniform needs.
Should the City exercise the renewal options provided in the contract, the cumulative projected contract value is provided below.

The funding for uniforms is currently encumbered in the blanket purchase order with Galls, LLC. Upon approval of this agreement, a change order will be processed to reduce the purchase order with Galls and encumber funds in a blanket purchase order with Blue Line Innovations, LLC. Budget transfer will be completed if needed.
