Background:

At its January 17, 2023 meeting, the City Commission adopted an amendment to the ordinance regulating murals.  This item is designed to inform the PAAB of this amendment and the changes contained in it.

Specific information about the amendment can be found in the Planning and Zoning Board Staff Report contained in the back-up information to this item.  The following will give a summation of the changes: The zoning districts where murals will be allowed has expanded to include the following districts: Mixed Use Residential Office and Commercial (MROC), General Commercial (GC), Planned Commercial (PC), Neighborhood Commercial NC), Planed Office Commercial (POC), Professional Office District (POD), Open Space and Recreation (OSR), or Special Activities District (SAD) zoning districts.  Maps showing where murals were allowed and where they will now be allowed is in the backup.  Murals can now be proposed in any allowable zoning district for flat top roofs, parking decks, perimeter walls or fences, or dumpster enclosures of any building not located in a historic district or individual designated on the Local Register of Historic Places.  Additionally, applicants must now provide a preservation and maintenance plan for the proposed mural.
