Background:
Professional procurement is crucial for the efficient and effective operation of the City. It has tremendous influence on economic conditions within the City of Delray Beach, Palm Beach County, the State of Florida, and across the United States, with accumulative procurement power running into the billions of dollars annually.
Public procurement also adds value to the organization by performing such functions as executing, implementing and administering contracts, developing strategic procurement strategies and cultivating working relationships with suppliers and other Departments within the organization.
Finally, the National Institute for Public Procurement (NIGP) has established Values and Guiding Principles; Accountability, Ethics, Impartiality, Professionalism, Service and Transparency as fundamental tenets of the public procurement profession.
