Approve the amendments to Article III, Section 3.1 to the CRA Bylaws.

Background:
The purpose of the proposed amendment to Article III, Section 3.1 to the CRA Bylaws is to change the Regular Meetings from a monthly basis to an as needed basis to provide the CRA Board with flexibility as to when to schedule Regular Meetings because some months Regular Meetings are not necessary or feasible such as during City Commissioner elections.
