Motion to approve renewal of the agreement between the Early Learning Coalition (ELC) of Palm Beach County and the City of Delray Beach and authorize the City Manager to execute any amendments and/or renewals and to take any and all actions necessary to effectuate this agreement; providing an effective date; and for other purposes.

Body
Background:
The agreement is between the Early Learning Coalition of Palm Beach County (ELC) and the City of Delray Beach to continue reimbursable funding through the Children's Services Council Scholarship Program (CSC) for the Out of School Program.

The term of the agreement is July 1, 2023 through June 30, 2024 and provides reimbursable funding. Children enrolled through the program will be funded at a reimbursable rate (less the applicable parent fee) to the City at $11.48/child for part-time and $21.85/child for full-time.

The City of Delray Beach Parks and Recreation Department (City), in conjunction with the ELC and through the CSC Scholarship Program, provides a 12 month Out of School Youth Program for children ages 5-12, with a supervised, structured program of recreational and sporting activities and homework assistance in a safe environment. The Out of School Program includes 1/2 day and All Day Camp, Holiday Camp, and Spring and Summer Camps.

The City has been providing the Out of School Program since 1997.
