Motion to approve agreement between the Children's Services Council (CSC) and the City of Delray Beach and to authorize the City Manager to execute any amendments and/or renewals and take any and all actions necessary to effectuate this agreement; providing an effective date; and for other purposes.

Background:
The agreement is between the Children's Services Council (CSC) with the Early Learning Coalition of Palm Beach County (ELC) to continue reimbursable funding through the CSC Scholarship Program for the Out of School and Summer Camp Programs. The term of the agreement is July 1, 2023 through June 30, 2024. Children enrolled through the program will be funded at a reimbursable rate (less the applicable parent fee) to the City at $11.48/child for part-time and $21.85/child for full-time.
The City of Delray Beach Parks and Recreation Department (City), in conjunction with the ELC through the CSC Scholarship program, provides a 12 month program for children ages 5-12, with a supervised, structured program of recreational and sporting activities and homework assistance in a safe environment. The Out of School Program includes 1/2 day and All Day Camp, Holiday Camp, and Spring and Summer Camps.
The City has been providing the Out of School Program since 1997.
