Staff recommends the approval for the purposes of consultation and collaboration to create a new community risk assessment, strategic plan, and self-assessment manual.

Body
Background:
The Center for Public Safety Excellence (CPSE) is a not-for-profit organization with the mission to lead the fire and emergency service to excellence through the continuous quality improvement process of accreditation, credentialing, and education.
Through CPSE’s Commission on Fire Accreditation International (CFAI), the Fire Rescue Department was awarded accreditation status in March of 2020. Over the past three years, the department has worked diligently to maintain its status. CFAI requires each accredited agency to go through the re-accreditation process every five years to continue recognition as an accredited agency.
This next year will be formative as a new Community Risk Assessment, Strategic Plan, and Self-Assessment Manual documents are created. The Strategic Plan is developed through internal and external stakeholder meetings led by the Technical Advisor Program (TAP) facilitators. Members of the public and the Delray Beach Fire Department meet separately to develop the plan.
These three documents will drive the department towards improvement of service to the city and its citizens. The TAP facilitators from CPSE will assist in the development of the required documents.
This purchase request is made using the sole source method of procurement as outlined in the City’s Purchasing Policies and Procedures Manual, pages 24 and 25.
