Approve the amendment to the Delray Beach CRA Bylaws for Article II, Section 2.1; Article III, Sections 3.10 and 3.14; Article VII, Section 7.1; and Article VI, Sections 6.2; 6.3 and 6.4, in substantially the attached form.

Background:
The purpose of the proposed amendment to the Delray Beach CRA Bylaws for Article II, Section 2.1 is to change the composition of the CRA Board pursuant to the City of Delay Beach Resolution No. 103-23 that was adopted on May 16, 2023 which established the CRA as a five (5) member board comprised solely of members of the City Commission and terminating the terms of the appointed members that were serving on the CRA Board.
The purpose of the proposed amendment to the CRA Bylaw for Article VII, Section 7.1 is to establish the CRA Board’s authority to create advisory committee(s) and update the CRA agenda form to include a section for Committee(s), if needed. Section 3.13 is added to provide a similar provision as the City of Delray Beach’s Local Rule Article III(O) on Commissioner comments.
The purpose of the proposed amendment to the CRA Bylaw for Article VI, Section 6.2, 6.3 and 6.4 is to ensure compliance with the Florida Sunshine Laws, Chapter 286, Florida Statutes.
