Motion to approve Resolution No. 08-24 to award and agreement with David Taussig & Associates for consulting services for the development and implementation of impact fees pursuant to RFP 2023-054 in the amount of $64,000.00.

Background:
The City of Delray Beach currently imposes an impact fee for the provision of parks and recreational facilities. This fee is collected at the time that the building permit is issued. The amount of the fee is $500 per hotel room or dwelling unit, regardless of the size or occupancy of the unit.

The ordinance governing the current impact fee schedule has not been updated since 1992. Instead of only updating the Parks and Recreation impact fee, staff is recommending that the City undertake a more comprehensive review of all pertinent impact fees, including, but not limited to, parks and recreational facilities, fire and police protection, public facilities as well as mobility. All work to be completed will satisfy the requirements of Section 163.31801, Florida Statutes (“The Florida Impact Fees Act). The impact fee study will recommend the appropriate fee levels to support specific types of City-selected capital facilities needed to serve new growth.
