Recommendation

Staff recommends the approval of the State Homeland Security Grant Program (SHSGP) agreement renewal to facilitate additional reimbursement of funds to offset the expenses incurred by the City to sustain and purchase specialized equipment for mitigating Hazardous Materials incidents.

Body

Background:

The State of Florida has the statutory authority to disburse federal Homeland Security funds to participating municipalities of a Regional Domestic Security Task Force (RDSTF).  The City of Delray Beach has been participating in the State Homeland Security Grant Program (SHSGP) for over a decade and this extension agreement will allow for the reimbursement of up to $107,000 in funds to offset the expenses incurred by the City to sustain and purchase specialized equipment for mitigating Hazardous Materials incidents.

City Attorney Review:

Approved as to form and legal sufficiency.

Funding Source/Financial Impact:

Previous SHSGP funding amounts were included in budget proposals.  This agreement extends our ability for reimbursement.

Timing of Request:

This agreement must be fully executed and returned to the Florida Division of Emergency Management prior to May 1, 2024.
