Motion to approve additional spending to the contract with Synergy NDS, Inc. in the amount of $400,000, for design, construction, and management services related to the reconstruction of the Delray Beach Seaboard Air Line Railway Station, for a revised contract total of $2,667,510.

Background:
On December 14, 2021, the City Commission through Resolution No. 153-21, approved a bid waiver and awarded Agreement 2022-002 with Synergy NDS, Inc. (Synergy) for additional design, construction, and management services related to the reconstruction of the Delray Beach Seaboard Air Line Railway Station in the estimated amount of $1,000,000.

The building is being reconstructed by the City's insurer, Florida Municipal Insurance Trust (FMIT), under the TurnKey Recovery Program, through FMIT Recovery Manager Synergy.The City is contributing a portion of the cost to pay for scopes of work that fall outside the applicable insurance coverages, such as the office buildout of the northern warehouse section and all the site improvements.

On July 18, 2023, the City approved additional spending to the contract with Synergy in the amount of $467,510, as approved in the 2023 through 2027 Capital Improvement Program (CIP) Budget.

On October 10, 2023, the City approved additional spending to the contract with Synergy in the amount of $800,000, as approved in the 2024 through 2028 CIP Budget to further fund construction.
