Motion to approved Resolution No. 203-24 to award an Agreement to In Depth, Inc., for the cleaning and inspection services of clearwell and finished storage tanks, utilizing The City of Ft. Lauderdale ITB No. 136, Commercial Diving Services, for a total not to exceed contract value of $350,000, and authorize the City Manager to approve renewal options in the amounts below, contingent on appropriation of funds.

Background:
On October 11, 2023, The City of Ft. Lauderdale Procurement Services Division issued Solicitation No. ITB No. 136, Commercial Diving Services for Cleaning and Inspection Services of Clearwell and Finished Water Storage Tanks. Three (3) responses were received. In Depth, Inc., was deemed as the lowest and most responsible bidder. The initial term of the agreement is for one (1) year effective March 19, 2024 through March 18, 2025, with three (3) additional one-year renewals valid though March 18, 2027.
The City of Delray Beach (City) Utilities Department owns two (2) clearwell tanks and five (5) finished water storage tanks. Under Florida Administrative Code 62-555, the clearwells shall be routinely cleaned (at least annually) from sludge and biogrowths. The finished water storage tanks (as opposed to the clearwell) shall have sludge deposits removed from inside the tank every five (5) years and shall also be inspected for structural and coating integrity by personnel under the responsible charge of a professional engineer licensed in Florida.
