Motion to Approve Service Authorization No. 17-01 with EDSA, Inc. for professional design and engineering services for the Beach Promenade Lighting and Intersection Improvements (Phase 2 of the Beach Master Plan) in a not-to-exceed amount of $148,635 (Project No. 15-008).

Body
Background:

The Beach Master Plan was divided into two phases. Phase 1 included all of the wider, reconstructed sidewalks, landscaping and irrigation, and new amenities including benches, showers, surfboard racks, doggie waste stations and chilled water fountains. Phase 1 has been completed per EDSA's design. EDSA competed and was chosen as the City of Delray Beach's (City's) design consultant for this project. We are ready to begin preparation for Phase 2 of the project, Beach Promenade Lighting and Intersection Improvements, which is the final phase and includes installation of required beach lighting and pedestrian roadway crosswalks along South Ocean Boulevard.

The proposed Beach Promenade Lighting and Intersection Improvements is based upon the conceptual Beach Area Master Plan recommendations from the beach design charrette on November 4, 2009; which was presented to the City Commission on May 18, 2010.

This Scope of Services includes:

1) Required Site Survey
2) Construction documents and specifications for all hardscape (FDOT) pedestrian crosswalks and lighting elements (FDEP) along South Ocean Boulevard (project limits).
3) Design permitting through FDOT for the pedestrian crosswalks & FDEP for the beach lighting.
