Motion to approve Resolution No.128-18 approving a Highway Maintenance Memorandum of Agreement (HMMOA) with the State of Florida Department of Transportation (FDOT) for construction of improvements on Swinton Avenue from S 10 Street to N 4 Street , FDOT Financial Project ID No. 438389-1

Body
Background:
In 2014, the City applied for and received a grant from the Palm Beach County Transportation Planning Agency (TPA) to provide for improved bicycle lanes, pedestrian detectors and drainage on Swinton Avenue from SE 10th Street to N 4th Street. The design and construction management of the proposed improvements for the Swinton Avenue project are being performed by the FDOT. The project is in the final design phase by FDOT, and includes milling and resurfacing the existing pavement to provide shared-lane markings (sharrows) along the segment, lowering the speed limit to 25 mph, upgrading signing and pavement markings, adding drainage improvements including exfiltration trenches, swales and impacted drainage inlets, and adding sidewalk from S. 10th Street to S 2nd Street. The project limits are on Swinton Avenue from S. 10 Street to N. 4 Street.

The scope of this project originally included providing a bicycle facility to enhance north/south connectivity and the construction of missing sidewalk sections along the west side of Swinton Avenue from SE/SW 10th Street to NE/NW 4th Street.
