Approve the Work Assignment with Baxter & Woodman, Inc. d/b/a/ Mathews Consulting for Construction Administration Services associated with the Blocks 17 and 63 alley improvement project in an amount not to exceed $21,759.00.

Background:

As part of the CRA’s Work Plan for Fiscal Year 2018-2019, the CRA Staff is managing the Block 63 Alley and NW 5th Alleys (3 alleys between MLK Jr. Dr. - Lake Ida Rd.) construction projects on behalf of the City of Delray Beach. On December 27, 2018, the City issued an Invitation to Bid for the Block 63 alley and one of the alleys associated with the NW 5th Avenue Alley project (Block 17 Alley), as the CRA is working on resolving title issues with the two other “alleys” in Blocks 25 & 26. The City received five (5) responses on February 1, 2019, and the City’s Purchasing Department is currently preparing an agreement with the lowest most responsive and responsible bidder, which will be presented to the City Commission for approval.

The Scope of Work for the Construction Contractor is to construct the two (2) alleys in accordance with Construction Documents and the City of Delray Beach Standards and Specifications. The total construction time is 120 total days.

To assist, the CRA with management and oversight of this project, the CRA seeks to contract with one of its engineering consultants (Baxter & Woodman, Inc. d/b/a/ Mathews Consulting) for Construction Administration Services. The services provided by the Consultant will include: general administration, preparation and distribution of public notices, attending pre-construction and progress meetings, shop drawing review, review of payments and schedules...
