Approve the Second Amendment to the Interlocal Agreement with the City and CRA for FY 2018-19 funding of Transportation Services, extending the termination date up to June 30, 2019.

Background:
At a Special Meeting of the CRA Board on October 22, 2018, the Board approved the Interlocal Agreement between the City and CRA for funding of Transportation Services in FY 2018-19 subject to the terms and conditions of the ILA, including that the CRA agrees to pay the City an amount not to exceed $120,000.00 for the operation of the Downtown Roundabout from November 1, 2018 through January 31, 2019.

At its meeting of December 11, 2018, the CRA Board approved the First Amendment to the ILA between the City and CRA for FY 2018-19 funding of Transportation Services, extending the termination date to April 30, 2019 in an amount not to exceed $120,000.00. At the same meeting, the CRA Board authorized issuance of the Request for Proposals (RFP) for Fixed-Route Transportation Services.

On March 28, 2019, the CRA Board awarded the RFP for the Fixed-Route Transportation Services to Downtowner, LLC, authorized General Counsel to prepare an agreement for the services being provided, and authorized the Board Chair to execute the agreement in a form acceptable to General Counsel. In order to allow time to finalize the agreement with Downtowner, LLC and provide for a marketing/transition plan for the launch with the new service provider and vehicles, an extension of the current ILA with the City is recommended. It is noted the City may terminate the agreement with the current transit service provider for the Downtown Roundabout, First Transit, Inc., with written notice.
