Title 

REJECTION OF BIDS SUBMITTED FOR REQUEST FOR BIDS 2019-09 LANDSCAPE MAINTENANCE SERVICES

Recommended Action:

1)                     Reject all Bids submitted for the Request for Bids (RFB) 2019-09 Landscape Maintenance Services for Properties Owned by the Delray Beach Community Redevelopment Agency and at the Atlantic Avenue Gateway Feature.

2)                     Approve the re-issuance of an RFB for landscape maintenance services for properties owned by the CRA and the Atlantic Avenue Gateway Feature in February 2020. 

3)                     Approve the continuance of landscape maintenance services with Sod Unlimited, Inc., the current vendor, at their current monthly price for said services, on a month to month basis until a new landscape maintenance services contract is awarded.

 

Background:

On page 9, section 11 of the RFB, it states:  “The Owner reserves the right to reject any and all Bids and to waive informalities and/or irregularities or to accept any Bid, as a whole or in parts, or combination of Bids which, in the Owner’s judgement, will best serve the Owner’s interest.”

 

After conducting a thorough review of all Bids submitted to the CRA, staff found a large range in pricing between said Bids and, additionally, irregularities were found in more than half of the Bid packets.

 

Based on the above, staff recommends the CRA Board: 1) reject all Bids submitted to the CRA; and 2) approve the reissuance of a RFB for landscape maintenance services for properties owned by the CRA and the Atlantic Gateway Feature in February 2020; and 3) approve the continuance of landscape maintenance services with the CRA’s current vendor, Sod Unlimited, Inc., at their current monthly price for said services, on a month to month basis until a new landscape maintenance services contract is awarded.
