Motion to Approve Amendment to the Capital Improvement Program budget for Fiscal Year (FY) 2021 through 2025 adopted September 22, 2020.

Body
Background:
This is a request to amend the adopted FY 2021-2025 Capital Improvement Program (CIP) budget to account for changes necessary since its adoption on September 22, 2020. The proposed amended budgets reflect results to date and anticipated future changes in normal capital activity. Upon approval, the FY 2021-2025 CIP will be amended to include the following updates:

Amendment 1:
2nd Avenue Seacrest Beautification Phase 3 Project - A motion to approve Amendment No.2. The Agreement with Baxter & Woodmen, Inc. in the amount of $55,186 appeared on the November 17, 2020 City Council Agenda. This project was budgeted in the Infrastructure Surtax Fund. The Infrastructure Surtax Fund will be used to support the completion of this project. There will be no General Fund impact. See page 75 and 87 of amended CIP book.

Amendment 2:
Golf Course Renovation & Raw Water Main Piping Replacement - FY 2020 included a budget of $1,590,000 in the utility CIP; however, these funds were not encumbered in FY 2021 and should be included the FY 2021 CIP. The allocated funds from FY 2020 remain unspent and will be rolled over from the Water and Sewer Renewal and Replacement Fund fund balance. See pages 109 and 117 of amended CIP book.

Amendment 3:
