Approve the First Amendment to the Interlocal Agreement with the City of Delray Beach for funding of Construction/Professional Services for Fiscal Year 2020-2021, in substantially the attached form.

Background:
On October 27, 2020, the City and the CRA entered into an Interlocal Agreement for the Funding of Construction/Professional Services for Fiscal Year 2020-2021.

Since the agreement was executed, the following changes are requested as a result of discussions with City and CRA Staff:

· Include funding for the Wayfinding Project:
o CRA and City staff have held several meetings to discuss the needs and steps needed to continue moving this project forward. Some of the wayfinding signs will be located in the City’s Right-of-Way (ROW), while other signs will be located in the Florida Department of Transportation (FDOT) Right-of-Way. While all the signs will be placed in either City or Florida Department of Transportation’s Right-of-Way, the City’s participation is necessary to streamline the next steps of the project, such as FDOT’s permitting applications and City’s administrative and permitting processes.

· Increase funding for the NE 3rd Street/Avenue Improvements Project from $1,651,298 to $1,842,843.
o Due to the City’s new approach to the project which includes a total new design, incorporating a relaxation of the City business district design standards meeting all mandatory criteria including ADA access for disabled persons and improving stormwater management design additional funding in an amount not to exceed $191,545 is requested.
