Motion to approve application to The Virginia and Harvey Kimmel Family Foundation for multi-year grant funding of additional Service Population Advocate in the total amount not to exceed $300,000.

Background:
The Virginia and Harvey Kimmel Family Foundation is interested in providing a grant to the City of Delray Beach that would fund an additional Service Population Advocate to be assigned to the Delray Beach Police Department’s Community Outreach Team. The grant would total up to $100,000 per year for up to three (3) years and would specifically provide funding for additional Service Population Advocate’s salary and benefits, and necessary job expenses such as computer, not to exceed $100,000 per year.
The Virginia and Harvey Kimmel Family Foundation requires a formal grant request letter to be submitted via email, outlining the need for the position and associated budget. The initial grant of up to $100,000 would need to be made prior to the end of the 2021 calendar year and could be renewed for up to two years. Renewal will be based on a grant report provided by the Police Department that outlines how funding was utilized throughout the year, accomplishments associated with this funding, and the ongoing need. The foundation would have a representative that would consult with the Delay Beach Homeless Task Force on their goals and ongoing strategic planning.
City Attorney Review:
Approved as to form and legal sufficiency.
Funding Source/Financial Impact:
The salary and benefits for the additional position would be paid out of 001-21-110-521 (Police Department - Support) but the funding would be provided by the foundation.
