Motion to approve Resolution No. 107-26 to award an Agreement with Dubin & Associate, Inc. dba JCD Sports Group, for Turnkey Management Services for the Delray Beach Tennis Center and the Delray Swim & Tennis Club pursuant to Request for Proposal (RFP) No. 2026-023 for a of amount of $490,000 for the initial term of five (5) years, with the option to renew for up to five (5) additional one-year terms $101,920.00 yearly for a total contract value of $999,600.

Background:
Delray Beach Tennis Center (Tennis Center), located in the heart of downtown Delray Beach, is a full service tennis facility consisting of 14 clay courts, 7 hard courts, an upstairs pavilion and conference room, pro shop, locker rooms and includes an 8,200 seat stadium. Delray Swim & Tennis Center (Club) includes 24 clay courts, clubhouse, pro shop, and locker rooms. The facility provides year-round tennis programming, including instructional clinics and tournaments, for a wide range of ages and skill levels.
On February 6, 2026, the City advertised RFP No. 2026-023 for Turnkey Management Services for the Delray Beach Tennis Center and the Delray Swim & Tennis Club. On March 11, 2026 the City received Five (5) firms proposals in response to the solicitation.
On May 20, 2026, the Selection Committee formally evaluated, scored and ranked the proposals. The Selection Committee recommended award of RFP 2026-023 to the number one ranked firm, Dubin & Associates, Inc. dba JCD Sports Group.
